The challenges - and errors - scale with fleet size: large operations could be matching over a hundred open duties to a hundred or more spare drivers across multiple weeks.
Fewer drivers means less room for scheduling errors. Today, 85% of US transit agencies struggle to fill bus operator positions (APTA), and the UK's shortfall exceeds 4,000 bus and coach drivers (CPT). The pressure isn't easing: Optibus's 2026 survey of 400 bus drivers found that one in four transit workers will retire by 2035.
Inefficient allocation with limited drivers has a price. At one US agency, 91% of transit operators — more than 2,500 people — worked overtime in 2024, totaling $41 million in annual overtime expenditure.
Manual allocation compounds the problem: the same drivers can repeatedly absorb the worst shifts or last-minute assignments, simply because a dispatcher working from memory is under pressure to fill a call-out. That pressure is only growing — one US agency reported roughly 20% of bus drivers absent on a given day. The side effect — unfair scheduling — is one of the strongest predictors of driver turnover.
Optibus's Allocation Optimization adds a layer of efficiency and workforce retention to an operation. It determines the best match by evaluating driver and vehicle availability, preferences, work patterns, and regulatory rules in consecutive optimization runs — not by filling one duty at a time or handing a dispatcher a ranked list to confirm manually.

Across both, the compliance engine applies EU and domestic hours regulations, US union rules and collective bargaining agreements, minimum rest periods, and maximum work-time limits automatically.
