Optibus Battles Driver Turnover and Overtime Expenditure with New Intelligent Driver and Vehicle Allocation

Optibus, the leading end-to-end platform for public transportation planning, scheduling, and operations, today announced the launch of Allocation Optimization, a new capability within Optibus Operations that automates one of the most manual processes in public transportation operations: matching drivers and vehicles to work shifts. The engine builds compliant allocation plans in minutes rather than hours or days, paving the path to happier staff, fewer violations, better communication, and faster, easier workflows.

A long-standing challenge: tedious, manual allocation

Allocation is a complex matching problem. Yet every day, planners and dispatchers match drivers, vehicles, and blocks using spreadsheets, memory, and notes on driver availability, shift preferences, overtime, union rules, and more.

These manual processes come with a cost:

  • Drivers face excessive overtime and rigid schedules that can negatively impact driver satisfaction
  • Operators absorb standby coverage costs and compliance risks that hurt business
  • Passengers get service that's more vulnerable to disruptions, leading to loss of trust and ridership

The challenges - and errors - scale with fleet size: large operations could be matching over a hundred open duties to a hundred or more spare drivers across multiple weeks.

Why Now? Driver shortages and call-outs raise the cost of every open shift

Fewer drivers means less room for scheduling errors. Today, 85% of US transit agencies struggle to fill bus operator positions (APTA), and the UK's shortfall exceeds 4,000 bus and coach drivers (CPT). The pressure isn't easing: Optibus's 2026 survey of 400 bus drivers found that one in four transit workers will retire by 2035.

Inefficient allocation with limited drivers has a price. At one US agency, 91% of transit operators — more than 2,500 people — worked overtime in 2024, totaling $41 million in annual overtime expenditure.

Manual allocation compounds the problem: the same drivers can repeatedly absorb the worst shifts or last-minute assignments, simply because a dispatcher working from memory is under pressure to fill a call-out. That pressure is only growing — one US agency reported roughly 20% of bus drivers absent on a given day. The side effect — unfair scheduling — is one of the strongest predictors of driver turnover.

The solution: an automated allocation engine, built into the platform

Optibus's Allocation Optimization adds a layer of efficiency and workforce retention to an operation. It determines the best match by evaluating driver and vehicle availability, preferences, work patterns, and regulatory rules in consecutive optimization runs — not by filling one duty at a time or handing a dispatcher a ranked list to confirm manually.

The engine covers two workflows:

  1. Forward Optimization: Builds long-term duty allocation plans for operations that don't run advanced rostering. It optimizes around driver preferences, seniority, work patterns, days-off and holidays, and cost.
  2. Operational Optimization: Handles same-day disruption. When a driver calls out, the engine re-matches open duties to available spare or volunteer drivers, conducting a compliant re-allocation in minutes, without disturbing the rest of an already-published schedule.

Across both, the compliance engine applies EU and domestic hours regulations, US union rules and collective bargaining agreements, minimum rest periods, and maximum work-time limits automatically.

By assessing the pool of available drivers and vehicles against every rule at once, Allocation Optimization allows operations to achieve:
